Twelve groups of four, home and away; the September and October results are taken from the data and fixed, and the November and March matchdays are simulated. The top two in each group qualify for the finals in Kenya, Uganda and Tanzania. The three hosts are already through and play their groups anyway: in groups D, H and L the host and the best of the other three qualify, so 24 teams go through. Ties are broken by head-to-head results, as CAF does.
